Subject: Adopt Proclamation Commending Jan Coppinger for her 12 Years of Service to the County of Lake

Executive Summary: (include fiscal and staffing impact narrative):
WHEREAS, Jan Coppinger was hired as the Special Districts Fiscal Officer on October 16, 2008, where she excelled at managing over 27 different budgets and funds as well as supervising and directing fiscal staff; and

WHEREAS, On May 15, 2013, Jan was promoted to the Utility Systems Compliance Coordinator where she was responsible for the coordination of environmental and regulatory compliance for water and wastewater systems, funding, and construction activities; and

WHEREAS, During Jan's time as the Utility Systems Compliance Coordinator she played an instrumental role in securing three major drought grants; and

WHEREAS, On July 6, 2016, the Lake County Board of Supervisors promoted Jan to Special Districts Administrator. As Administrator she managed a multimillion dollar budget, oversaw the operation of 9 water systems and 4 wastewater systems serving over thirty thousand customers in Lake County, and managed a staff of 45;

WHEREAS, Throughout the course of her work, Jan has established many meaningful and professional relationships with local tribal governments and worked to address their concerns as County capital projects were constructed; and

WHEREAS, In 2015, after the devastating Valley Fire, Jan coordinated with local, state, and federal representatives to secure over ten million dollars in grant funding to install a sewer system in the community of Anderson Springs, making it possible for fire survivors to rebuild on lots that would otherwise be unbuildable; and
