Subject: Adopt resolution authorizing the Lake County Watershed Protection District to File a Grant Application for a Building Resilient Infrastructure and Communities (BRIC) Pre-Disaster and Flood Mitigation Assistance Grant Program for FY 2020/2021 Titled Middle Creek Flood Damage Reduction and Ecosystem Restoration Project (MCFDRERP): Parcel Acquisition.
Executive Summary: (include fiscal and staffing impact narrative):
Staff is requesting the Board of Directors of the Lake County Watershed Protection District (District) approve a resolution authorizing the Water Resources Director to file a grant application with the California Governor's Office of Emergency Services (CalOES) who administers the FEMA BRIC Pre-Disaster and Flood Mitigation grant program. The District was pre-approved to submit a sub application for this project. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.
The Lake County Watershed Protection District (LCWPD) proposes a $20,000,000 project with a $15,000,000 federal financial assistance contribution and the remaining $5,000,000 being provided in match for a 36-month period once the grant agreement is approved.
The $20,000,000 would be used to achieve the acquisition of remaining parcels located within the Middle Creek Project Area with the goal of decommissioning the levee's and restoring the Project Area back to a natural wetlands, reducing flood risk to the impoverished community of Upper Lake, CA. As well as the purchase of overflow easements, needed hydraulic mitigation, or removal, demolition, improvements of associated infrastructure on acquired parcels, and the rezoning of parcels as Open Space.
