Executive Summary: (include fiscal and staffing impact narrative):
The Lake County Health Services Department’s Epidemiologist produces reports providing data regarding the distribution of COVID-19 cases within Lake County. Recently released reports identified that the Native American Population is experiencing a disproportionately higher rate of COVID-19 infections. Native Americans make up about 8% of the county population, and 8% of COVID-19 cases. On December 1, 2020, Lake County Health Services issued a Request for Proposals #LCHS 20-002 Prevention, Detection and Support: A Lake County COVID-19 Initiative for Native American-Focused Outreach. The full body of work under this award encompasses outreach and community engagement, public health education and information, identification and implementation of strategies to increase testing and facilitate vaccination efforts, and provide resources and support for people and families needing to isolate or quarantine. The overall goal of this RFP is to prevent new COVID-19 infections and reduce the daily case rate among Native American residents.
Proposals were solicited publically and included posting to the Lake County Bids & RFP Webpage. Three proposal was received from the following organization:
Scotts Valley Band of Pomo Indians (Local) with a bid of $70,150,
IEM (Out of State) with a bid of $70,964,
KnoQoti Native Wellness, Inc. (Local) with a bid of $70,900,
The proposals were reviewed by the RFP Selection Committee who determined that KnoQoti Native Wellness, Inc., met all requirements of the proposal. KnoQoti Native Wellness, Inc., has submitted a responsive proposal and can provide support within the budget constraints.
Lake County Health Services has applied for and received State COVID-19 ELC funding. We have allocated $263,232.00 to assist the disproportionately impacted populations. The State will reimburse the County based on submitted claims.
