Subject:                     Approve the Cost Sharing Agreement between the County of Lake and the City of Lakeport for Phase One of the Lake County Recreation Center Feasibility Study

Recently Supervisor Scott and I have been in discussions with staff from the City of Lakeport, City of Clearlake, Lakeport Unified School District, and Hope Rising regarding the possibility of establishing a community recreation center in Lake County. Initially the conversations were focused on a desire for a public swimming pool in the Lakeport area, but over time the group widened its scope to the concept of a facility, not limited to a pool, where the greater Lake County community could develop a passion for health, wellness and fitness.

 

The discussions progressed to a point that a needs assessment and feasibility study were necessary to better inform the group and provide a basis for presentations to the respective governing bodies. Consequently, in October 2020 the City of Lakeport solicited a Request for Proposals (RFP) from qualified firms to conduct and prepare a needs assessment and feasibility study for the planning, funding and creation of an indoor multigenerational recreation center (or centers). Furthermore, the RFP requested firms to take a systemwide approach to evaluate current recreational facilities and amenities in in the area to help the task force and local agencies develop goals, policies, program pricing methodology and guidelines, along with achievable strategies.

 

The RFP separated the scope of work into two phases. Phase One proposes a market analysis, citizen participation plan, identification of potential partners, and a presentation of preliminary findings to the appropriate governing bodies. Phase Two would include the development of a concept design, cost estimates, operational analysis, and a final report to be presented to appropriate governing bodies. The cost estimate for Phase One is $60,000; the cost estimate for Phase Two is $92,000.

 

The task force recognized that the broader geography of the entire county may result in a recreation center with either one large combined center or two separate centers. With that in mind, the task force recommended equal financial participation from the three local agencies to fund the study, with the City of Lakeport as the awarding body for the contract. Consequently the County’s recommended contribution is $20,000 for Phase One, and $31,000 for Phase Two. Funding for both phases was approved by your Board on February 9th through the Cannabis Internal Grant Program. However it is important to note that Phase Two would only be executed if the preliminary work performed in Phase One demonstrates a benefit of advancing the project, and would only include County financial participation upon your Board’s approval after receiving a presentation of the preliminary findings.
