Memorandum
Date: March 2, 2021
To: The Honorable Bruno Sabatier, Chairman, Lake County Board of Supervisors
From: Brian L. Martin, Sheriff/Coroner
Subject: Notification of increase in Concealed Carried Weapons class fees
Executive Summary:
The Lake County Sheriff’s Office currently processes and issues several hundred Concealed Carried Weapons (CCW) permits each year, per California Penal Code 26150. These permits are broken into two categories, new applications and renewal applications. In addition, the Lake County Sheriff’s Office instructs both a sixteen hour basic course and an eight hour renewal course. Each course is instructed by a minimum of two Sheriff’s Office Deputy Sheriff Firearms Instructors. CCW applicants may also attend an approved CCW course instructed by a for profit private company.
The Lake County Sheriff’s Office has maintained a CCW program for well over thirty years. In that time the Lake County Sheriff’s Office has been involved in the instruction of both sixteen hour basic and eight hour renewal CCW courses. By instructing the CCW courses and having a strict review process for private entities wishing to instruct an approved course, the Sheriff’s Office has and will continue to ensure the safety of the community and CCW permit holders.
Recently a review of the CCW program was conducted and we determined it was necessary to increase our current CCW fees in order to be fully reimbursed for the services provided to those obtaining or renewing a CCW permit.
Effective March 2, 2021, the Lake County Sheriff’s Office will be increasing both new application and renewal application fees. Currently a person completing a new application, attending a course instructed by the Sheriff’s Office and receiving a CCW permit is required to pay $219.00 in fees. A CCW holder renewing a CCW permit and attending a course instructed by the Sheriff’s Office pays $108.00 in fees. The Sheriff’s Office will implement a sixty one ($61) dollar increase in both new application and renewal CCW fees. The sixty one dollar increase represents a thirty ($30) dollar increase in Deputy Instructor fees and the addition of a thirty one ($31) dollar administrative fee. With the proposed increases a new CCW applicant would be required to pay $310.00 in fees and a renewal applicant would pay $169.00 in fees.
During this review process the Sheriff’s Office obtained the CCW fees charged by Sonoma, Mendocino, Colusa and Napa Counties. With the proposed increase, the fees charged by the Sheriff’s Office would be comparable to the mentioned counties. The proposed increase will ensure the Lake County Sheriff’s Office CCW program is cost neutral.
