Subject:                     (a) Approve Acceptance of Donations from Lake County Tribal Health ($6,700), Adventist Health Clearlake ($2,205) and Sutter Health Lakeport ($750) allocated for the purchase of AED’s; and (b) Adopt Resolution to allocate unanticipated revenue for the purchase of AED’s for use by the Lake County Sheriff’s Department

 

Executive Summary:    The Lake County Sheriff’s Department would like to recognize the following organizations for their contributions for the purchase of AED’s (Automated External Defibrillator):

 

Lake County Tribal Health - $6,700

Adventist Health Clearlake - $2,205

Sutter Health Lakeport - $750

 

All of our deputies receive training on the use of AEDs.  The Sheriff’s Office will be placing 6 of these devices in our facilities that could be used if a member of the pubic or one of our staff has a medical emergency.  We will be utilizing the remaining devices with our deputies in the field as sometimes they arrive on scene of a cardiac event prior to medical personnel and staff would be able to render aide.    Three bids were requested with Allied 100 being the low bidder.  The unit chosen is the Cardiac Science Powerheart G3.  

 

The Cardiac Science Powerheart G3 is a very popular AED due to it’s easy to use and user friendly system.

                     The Cardiac Science AEDs are especially known for their advanced technology features. The Cardiac Science Powerheart AEDs are the only AEDs that deliver “variable escalating energy,” which means that the shock is completely customized to the patient’s needs (rather than a fixed level of energy with each shock as with many other brands). These AEDs have the highest shock conversion rate in the industry using “non-committed shock” technology which will analyze the patient’s heart rhythm up until the very last moment. They consider the patient’s needs first without just sending pre-programmed amounts of energy to all sudden cardiac arrest victims. Although another AED brand may save a victim on the 2nd or 3rd shock, a victim saved on the first attempt will be saved faster and with less change of lasting damage and less stress/trauma resulting from multiple shocks delivered.

                     The Cardiac Science AEDs are also known for their reliability. The medical grade Lithium battery completely self-tests its circuitry daily, and the AED itself runs extensive self-tests on a daily, weekly, and monthly basis. The battery has a 5 year shelf life and typically lasts 4 years after installation as long as it is installed by the 5 year stand by life date. This battery will have the manufacturer date printed right on it.

                     The adult and pediatric pads should be replaced once every 2 years regardless of use, there is an expiration date marked on the pads package next to the hourglass symbol.

                     The G3 will perform self-tests to check the electronics, battery, pads connection, and circuitry, these tests are performed daily, weekly, and monthly. If the self-test detects an error the status indicator on the AED will turn red to let you know that attention is required.

 

This purchase is being made with the use of these donations, along with monies from the Sheriff/Asset Forfeiture budget 2214.   There is no cost to the county general fund at this time.
