Subject: Consideration of Request to Extend the Use of County Juvenile Hall Facility for a Temporary Support Shelter Targeting Lake County's Chronically Homeless Population through June 30, 2021
Executive Summary: As you will recall, on June 23, your Board received a report from the County's Space Use Committee indicating their support for the use of the former Juvenile Hall facility on a temporary basis for continued compliance with the Governor's COVID-19 bed requirements and recommending a duration of six months (through December 31, 2020). On November 3, this temporary use was extended through March 31, 2021 (nine months), again with the Space Use Committee's support.
Elijah House has now been operating the COVID-19 homeless shelter out of Juvenile Hall for several months. Following my February 19 presentation to the Space Use Committee, they extended their support of temporary use through June 30, 2021 (12 months), noting further consideration should be given to long-term uses of the facility during that time.
Staff recommends, and the Space Committee has given its support, to extend temporary use of Juvenile Hall by Elijah House, as described herein.
