Memorandum

Date:                                          March 8, 2021

To:                                          The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From:                                          Susan Krones, District Attorney

Subject:                     A) Authorize the District Attorney / Assistant Purchasing Agent to issue a purchase order for $6,662.55 to L.C. Action Police Supply for eight (8) Glock duty weapons; and

B) Approve Budget Transfer in Budget Unit 2110, District Attorney Department to Object Code 62-74, to purchase duty weapons for District Attorney Investigators

Executive Summary:

The Lake County District Attorney Investigators are sworn peace officers and their duties include serving search warrants, responding to mutual aid requests (such as active shooter situations), and engaging in other law enforcement encounters where officer safety is at risk.

The purchase of these Glock duty weapons will replace the outdated Heckler & Koch (H&K) duty weapons which were purchased in 2007.  Glock duty weapons are the standard for most law enforcement agencies - including the Lake County Sheriff’s Office.  In addition, an employee of the Sheriff’s Office is a Glock armorer, who is certified to examine and repair Glock firearms.  The H&K pistols are not as widely utilized and would have to be sent to an outside armorer or back to the manufacturer for examination and repairs.  Another reason for purchasing Glock firearms is their ability to mount tactical flashlights to the frame - the flashlight is always with the firearm.  Not having a flashlight at the ready when going into an unexpected and unknown situation is potentially hazardous for the Investigator.

There are adequate funds to make this purchase.  The attached Budget Transfer will shift monies from Inventory (which is where the duty weapons were budgeted to) to the Capital Assets account, Other Equipment, per the Auditor-Controller’s guidance.  Glock authorizes only two vendors to sell firearms to California law enforcement agencies.  We received quotes from both vendors for exactly the same price.  We selected the vendor who is exclusively a California-based business - their quote is attached. The outdated pistols will eventually be sold to a Lake County firearms dealer.
