Subject:                     Consideration of $26,000 Funding Allocation to the Lake County Community Risk Reduction Authority

 

Executive Summary: (include fiscal and staffing impact narrative):

 

 As our Board is aware, the Lake County Community Risk Reduction Authority Joint Powers Agreement (LCCRRA) was originally created in 2018 and amended in 2019, by the County of Lake, the Lakeport Fire Protection District, the Northshore Fire Protection District, the South Lake County Fire Protection District, the Kelseyville Fire Protection District, and the Lake County Fire Protection District.

The LCCRRA was formed to support the entire Lake County community through the effective use of the authority of local governments, implement programs offering low-or no-cost risk reduction resources to the public, the development of funding to implement and maintain such programs, and to provide informational and educational resources to the public so that they are better able to assess and manage these risks.

Upon formation, the LCCRRA committed to:

1.                     Development of low or no cost resources to reduce the risks of fire from hazardous vegetation, earthquakes, and environmental causes.

2.                     Development of community infrastructure improvements.

3.                     Development of property inspection programs and scoring and assessment tools to prioritize the level of individual and community risk.

4.                     Development and management of funding sources necessary to support the RRA’s risk reduction programs.

5.                     Development of educational and training tools to assist RRA members, the public, and non-member governmental agencies in discovering, assessing and reducing the risks associated with fire and other disasters and mitigating the potential impacts.

6.                     Development of community programs to improve the resilience of our local forested area.

7.                     Enforcement of County, State and Federal laws.

The LCCRRA is now in the process of expanding to include additional member seats and has adopted the following priorities for 2021:

 

                     Expand the JPA to seven members

 

                     Secure RRA Coordinator under contract

 

                     Secure needed funding from member agencies for contract support

 

                     Seek grant funding opportunities

 

                     Secure CMAT (Community Mitigation Assessment Team)

Develop organizational/departmental/committee hierarchy

Develop overall strategy for all risk reduction

 

                     Support completion of the CWPP (Community Wildfire Prevention Program)

Focus on identified priorities, strategize implementation, assign responsibility and follow-up reporting

 

 

 

                     Support CLERC (Clearlake Environmental Research Center)

Implementing shovel-ready projects

Streamline permitting to move projects to shovel-ready

Ongoing and future grant opportunities

 

                     Support Community Wildfire Risk Reduction programs (the work of the Fire Safe Council)

Fire Wise Communities

Fire Break Maintenance

“Broom Buster” project

Grazing goats

Lake County Prescribed Burn Associations

 

                     Host, support and coordinate partner agencies for community education, events and programs

 

In order to achieve its mission and priorities, the LCCRRA is seeking support necessary to procure applicable grants and engage in additional fund raising activity.  At this time, the LCCRRA seeks an allocation of $26,000 from the County to help provide initial funding for these services.  Going forward, it is the intent of the RRA that future funding for these services will be supported by those grants acquired in the first year.

 

The $26,000 in funds requested could be made available through the Cannabis Tax policy adopted by our Board, under the category of Economic Development/Housing/Risk Reduction.
