Subject: Approve Letter Supporting SB59
Executive Summary: (include fiscal and staffing impact narrative):
Senate Bill 59, introduced by Senator Caballero, is important the future of our cannabis cultivation industry. The state offers two license statuses. One is provisional, meaning CEQA has not been fully completed and a use permit has not yet been approved at the county level. Another is an annual license status that means that CEQA has been completed and that a use permit has been approved at the county level. Currently, if SB59 does not pass, provisional licenses will no longer be available as of January 1, 2022. With many of our cultivators running under a provisional due to our backlog in getting use permits approved, this is a crucial bill to help ensure continuity of the industry here in Lake County and also continuity of cannabis tax revenues.
