Subject: (a) Waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the First Amendment to the Agreement between the County of Lake and Remi Vista, Inc. in the amount of $15,000 for Specialty Mental Health Services for Fiscal Year 2020-21 and authorize the Chair to sign.

Executive Summary: Attached, for your approval, is Amendment 1 to the Agreement between the County of Lake and Remi Vista, Inc. for specialty mental health services for Fiscal Year 2020-21. Remi Vista, Inc., located in Redding, is a Short Term Residential Treatment Program licensed by the State of California. The facility offers a more intensive program milieu. As Child Welfare Services or Probation are ultimately responsible for initiating the placement of Lake County children and youth, LCBHS is ultimately responsible for the reimbursement of any specialty mental health services these children and youth receive. LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services. After further review, the services provided under this Agreement are forecasted to come out below the contract maximum; therefore, Lake County Behavioral Health Services (LCBHS) would like to decrease this Agreement by $60,000 and re-allocate these funds to other contracts within the same level of care.
