Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the purchase of one (1) customized Transit Passenger Wagon van from Redwood Ford in Ukiah for $44,001.39.
Executive Summary: As you are aware, our Department was awarded Cann Grant funding to provide mobile outreach to the community. For reference, please find enclosed with this memorandum the grant application.
These funds are reflected in the Department's approved budget for 20/21.
The purchase of this vehicle must take place outside the normal process of procuring three competitive bids. Because of the vehicle's unique nature with the inclusion of a build package to include shelving and an extra seat, three competitive bids from a "local" or somewhat local dealership is not achievable. After an exhaustive period of research, our Department was not able to find a vehicle that would meet our needs for this program within Lake County.
Our Department received a quote on a suitable vehicle from Redwood Ford in Ukiah. Find attached the quote and vehicle specifications.
The total cost for this vehicle is quoted at $44,001.39.
This quote comes under budget for the project, which will allow us to invest more in customization of the vehicle than previously anticipated.
Our Department requests authorization for the Behavioral Health Services Director to purchase the vehicle as described and presented in this memo.
