Subject: Consideration of Award of Proposal for the Professional Consulting Services for Big Valley Groundwater Basin (5-015) Groundwater Sustainability Plan (GSP) Lake County, CA. RFP No. 21-02, to Luhdorff & Scalmanini, Consulting Engineers (LCSE) and Stantec Consulting Services, in the amount of $1,328,485.39 and Authorize the Chair to sign.
Executive Summary: (include fiscal and staffing impact narrative):
The Lake County Watershed Protection District (District) publically issued a Request for Proposals (RFP) for the subject project on Thursday, January 14, 2021. Three (3) Proposals were received and after careful review and consideration, the CSB ranked Luhdorff & Scalmanini, Consulting Engineers (LCSE) and Stantec Consulting Services the number one firm to be awarded RFP No. 21-02.
The project is fully funded from grant funds awarded to the District through the California Department of Water Resources (DWR) SGM Grant Program Planning - Round 3 Grant. The District was awarded $1,392,205.00 with a minimum local project cost share of $0, for the planning and development of the Big Valley Groundwater Sustainability Plan (GSP) for Big Valley Groundwater basin (5-015).
Staff recommends that the Board of Supervisors acting as the Board of Directors of the Watershed Protection District award the Contract for the Professional Consulting Services for Big Valley Groundwater Basin (5-015) Groundwater Sustainability Plan (GSP) Lake County, CA to Luhdorff & Scalmanini, Consulting Engineers (LCSE) and Stantec Consulting Services, in the amount of $1,328,485.39 and Authorize the Chair to execute the Agreement and execute the attached Notice of Award.
