Subject: Approve Request for Qualifications (RFQ) for Newspaper of General Circulation

Executive Summary: (include fiscal and staffing impact narrative):

The County of Lake has generally submitted all public notifications to the Record-Bee. However, it has come to my attention that other local newspapers fit the criteria to being a "newspaper of general circulation". State law requires that we use a "newspaper of general circulation" in order to submit our public notifications and satisfy those obligations.

I have put together an RFQ that will solicit any and all news providers that meet the state's guidelines and can prove that they are a "newspaper of general circulation" to provide the county of Lake multiple avenues in which to submit our public notifications and possibly, with increased competition, provide smaller time frames and lower costs which would increase our efficiencies as a county.

The RFQ would have two timelines. One, we would create our initial list by April 30, 2021. Two, we would leave the RFQ open-ended so that any new agencies that meet the qualifications are capable of submitting an application and being added to the list in the future.
