Subject: (a) Consideration of Agreement with Prentice Long, PC, for Redistricting Consulting Services, Not to Exceed $35,000; (b) Consideration of "Redistricting 101," a Presentation by Margaret Long of Prentice Long, and Possible Direction to Staff
Executive Summary: (include fiscal and staffing impact narrative):
As your Board is aware, Census data is collected every ten years. In the year following, Counties are responsible to undertake "Redistricting," to ensure that Supervisorial Districts are essentially equivalent, in terms of population. Significant changes have been made to relevant Federal and State law in the time since 2011.
(a) In coordination with the Registrar of Voters and Information Technology, proposals were requested from four qualified potential contractors, and three responded (Redistricting Partners, Nielsen Merksamer and Prentice Long). A committee of County Department Heads and staff reviewed all three Proposals and met with the top two respondents. Ultimately, this group unanimously agreed Prentice Long was the entity best suited to meet the County's needs. Additionally, while Prentice Long is not unique in providing Redistricting Consulting Services, they were unique among the respondents in that Margaret Long will be dedicated to Lake County in the crucial six-week period late this year when we will have all relevant Federal Census data and State reconciliations.
Prentice Long, PC, proposes to provide robust Redistricting Consulting Services, detailed in Exhibit A to the Agreement, enabling a transparent and well documented Redistricting process, with costs not to exceed $35,000.
