Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Clover Valley Guest Home for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2021-22 for a contract maximum of $60,000.00 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Clover Valley Guest Home for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2021-22. Clover Valley Guest Home is a Board and Care Facility specific to the needs of older adult clients requiring placement. Clients placed at Clover Valley Guest Home are actively engaged in Lake County Behavioral Health Services (LCBHS) services and can participate in their Recovery Program leading to positive outcomes and a successful return to the community. Clover Valley Guest Home has proven to be a cost-efficient alternative for care for clients ready to be transitioned from institutes for Mental Disease (IMDs). As LCBHS currently has clients placed at this facility and it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find a new placement for these clients. In addition, changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
