Executive Summary: (include fiscal and staffing impact narrative):

 

The Lake County Department of Social Services (LCDSS) has received requests from the County Welfare Directors Association (CWDA) of California to provide letters of support for various funding requests in the State Budget.  LCDSS fully supports these funding requests and urges the Board of Supervisors to provide County level support. The funding requests are as follows:

                     CWDA has partnered with Justice in Aging, the California Elder Justice Coalition, CSAC, Urban Counties of California, CAPA, and the California State Association of PA/PG/PC to sponsor a budget request for $100 million in ongoing state funding to support the Adult Protective Services Program.  The funding would enable the provision of long-term case management and expand and make permanent the Home Safe Program.

                     CWDA is co-sponsoring a budget request with Children Now to invest $50 million state funds in Year 1, and $100 million on going, to support statewide implementation of the Prevention Services provisions of the Family First Prevention Services Act (FFPSA).

                     CWDA is sponsoring a budget request for $9.5 million in funding to reinstate CalWORKs cash assistance grants for eligible parents whose children have been temporarily removed and placed into foster care while the parents are engaging in family reunification efforts.

                     CWDA is sponsoring a budget request for $100 million in one-time state funding to be spent over two fiscal years to create a flexible funding pool for county social services departments to fill service delivery gaps in the housing programs that the California Department of Social Services and county departments currently administer. 

Attached you will find letters of support that LCDSS has prepared to send to the State on behalf of the Board of Supervisors with detailed descriptions of the funding and local impacts if approved.  Your support for these budget requests is greatly appreciated.
