Subject: a) Consideration of a Progress Report of the Middle Creek Flood Damage Reduction and Ecosystem Restoration Project; and b) consideration of Letter of Intent for Middle Creek Flood Damage Reduction and Ecosystem Restoration Project for the Army Corps of Engineers

Executive Summary: (include fiscal and staffing impact narrative):
The Middle Creek Flood Damage Reduction and Ecosystem Restoration Project will eliminate flood risk and will restore damaged habitat. Reconnection of this large, previously reclaimed area, as a functional wetland is anticipated to have a significant affect on the watershed and the water quality of Clear Lake. This project has progressed from the initial phase in 1995, of a request by the County to the US Army Corps of Engineers (USACE) to evaluate flood risk and improve water quality in Clear Lake. As of April 2021 the Watershed Protection District has acquired 40 parcels from willing sellers by securing grant funds in 2003 and most recently in 2018 with the California Department of Water Resources (DWR) and is in the process of acquiring more.

On August 13, 2019, the Board of Supervisors acting as the Board of Directors of the Watershed Protection District created a standing committee to support and facilitate the Middle Creek Restoration Project.

Marina Deligiannis, Deputy Water Resources Director, will give a presentation alongside Peter Windrem, Middle Creek Restoration Coalition (Middle Creek Project Committee member) on the progression of the project.
