Subject: Approve Memorandum of Understanding between Social Services and Behavioral Health Services for Residential Treatment Payments for Child Welfare Services clients, beginning July 1, 2020, in the amount of $120,000 per fiscal year, and authorize the Chair to sign.
Executive Summary: (include fiscal and staffing impact narrative):
The Department of Social Services (DSS) and Behavioral Health Services (BHS) serve mutual participants in their programs. Due to regulatory changes, costs for clients in residential treatment can no longer be co mpletely covered by Medi-Cal. Through this Memorandum of Understanding (MOU), DSS will provide reimbursement payments to BHS for the excess treatment costs incurred when a Child Welfare Services (CWS) client is in residential care.
Previously, DSS would pay excess fees directly to the facilities, however, the process often lead to delays in payment. With this new process, BHS is able to pay all costs directly to the facility after billing Medi-Cal, and then seek all eligible reimbursements from DSS. There is currently a similar MOU between DSS and BHS to cover these costs for DSS CalWORKs Welfare-to-Work clients.
