Subject: Approve Letter of Support for the Request for Grant Extension for Agreement Number 4600012946 Middle Creek Flood Damage Reduction and Ecosystem Restoration Project and Authorize the Chair to sign
Executive Summary: (include fiscal and staffing impact narrative):
The Middle Creek Flood Damage Reduction and Ecosystem Restoration Project (Project) will eliminate flood risk and will restore damaged habitat. Reconnection of this large, previously reclaimed area, as a functional wetland is anticipated to have a significant effect on the watershed and the water quality of Clear Lake. This project has progressed from the initial phase in 1995, of a request by the County to the US Army Corps of Engineers (USACE) to evaluate flood risk and improve water quality in Clear Lake. As of May 2021 the Watershed Protection District has acquired 40 parcels from willing sellers by securing grant funds in 2003 and most recently in 2018 with the California Department of Water Resources (DWR) and is in the process of acquiring more.
On May 25th, Marina Deligiannis, Deputy Water Resources Director, gave a presentation alongside Peter Windrem, Middle Creek Restoration Coalition (Middle Creek Project Committee member) on the current status of the Project. As a result of the May 25th discussion, it was requested that the Board be provided a) the Letter of Support for the Request for Grant Extension for Agreement Number 4600012946 Middle Creek Flood Damage Reduction and Ecosystem for review and signature of approval and b) continuation of a progress report of the Middle Creek Flood Damage Reduction and Ecosystem Restoration Project.
