Memorandum

Date: June 15, 2021

To: The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From: Scott De Leon, Water Resources Director

Subject: Request to waive 900-hour limit for Extra help Quagga Mussel Coordinators and Ramp Monitors

Executive Summary: (include fiscal and staffing impact narrative):
The Water Resources Department is requesting the approval to exceed the 900 hour extra help limit for the following nine (9) employees:

Quagga Mussel Ramp Coordinators: Edwin Scotton & Edward Jones
Quagga Mussel Ramp Monitors: John Roman, Anthony DeBolt, Al Acrey, Dennis Bender, Brenda Leonardo, Wayne Moore and Kenneth Wikstrom

The employees listed above are all essential to the success of our Quagga Mussel Prevention Program. They serve as our eyes and ears on our local docks, conversing with locals and visitors to ensure the program's protocols and requirements are met. Our ramp monitors are also often times the first face to greet boaters when they first launch in Clear Lake.

Due to COVID we have had some setback with being able to have a full schedule of inspectors, causing some employees to have to work more hours than usual.

We feel it would be to the county's benefit to extend these employees' hours by 60 hours not to exceed the 960 hour limit.

Thank you for your consideration on waiving the 900-hour limit for these employees.
