Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2021-22 for a contract maximum of $100,000 and authorize the Board Chair to sign the Agreement.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2021-22. Willow Glen Care Center operates multiple facilities including Adult Residential Facilities and Mental Health Rehabilitation Centers. Within Willow Glen Care Center's group of facilities, Lake County Behavioral Health Services (LCBHS) uses the following facilities: Willow Glen Care Center, Redwood Creek Community Living Center, Rosewood Care Center, and Sequoia Psychiatric Treatment Center. As LCBHS clients are currently placed at these facilities and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients. In addition, changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
