Executive Summary: (include fiscal and staffing impact narrative):

AmeriCorps CivicSpark Fellows Nikol Damato and Liam Healey will present a summary of their service year with the Lake County Water Resources Department (Department). CivicSpark Fellows completed an eleven-month term of AmeriCorps service with the Department from September 2020 to July 2021 with the goal to develop and implement the Clear Lake Shoreline Assessment and Inventory Project. The Project objective is to improve and protect the public’s interest in the waters and the bed of the waters in and around Clear Lake and support statewide interests in commerce, navigation, fishery, recreation, and ecological preservation.

Throughout their service year, Fellows supported Lake County Water Resources Lakebed Management by; analyzing and recommending modifications to the Chapter 23 - Clear Lake Shoreline Ordinance, conducting water quality data analysis, inventorying the natural and artificial conditions of the shoreline, and creating outreach material to utilize the public’s knowledge and perceptions regarding the Clear Lake shoreline, along with a variety of other tasks and responsibilities.

CivicSpark Fellows introduced the “Score the Shore” methodology and modified this method to identify and map priority assessment areas in order to effectively inventory and document shoreline conditions. Through collaboration, training, and reporting, Fellows aided in the enhancement of knowledge and skills within the Department to increase the capacity for sustainable Clear Lake lakebed and shoreline management.

In this presentation, the Fellows will provide an overview of their development of the Clear Lake Shoreline Assessment and Inventory Project including methodology, summary of findings, next steps and highlight the foundation created for future CivicSpark Fellows and current Department staff to ensure the Project continues to serve successful in the long-term sustainable management of Clear Lake.
