Memorandum

Date: July 13, 2021

To: The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From: Carol J. Huchingson, County Administrative Officer

Subject: (a) Ratify the purchase order previously approved for the Accela Subscription Renewal Order Form; and (b) Authorize Chair to sign the Accela Subscription Renewal Order Form for FY 21/22.

Executive Summary: On March 22, 2016, your Board approved the Accela Subscription Agreement with Terms and Conditions. The Agreement is between the Lake County Community Development Department and Accela, Inc., which is the permitting system in use by the Community Development Department for Planning, Building Safety, and Code Enforcement.

The annual Subscription Renewal Order Form provides access, via licenses, to the cloud-based Accela permitting system. At present, licenses are limited to the Building Safety and Code Enforcement staff. By purchasing additional licenses for the Planning staff, Planning projects will have improved tracking and reporting capability through the Accela system.

The total cost to renew the existing licenses and purchase new licenses for the Planning staff for FY21/22 is $50,463.25. Accela has provided a signed Renewal Order Form.

Staff supports increasing licenses to improve services to the public.
