Subject: Approve Amendment No. 2 to 2019 Agreement with Tetra Tech, Inc., for Sulphur, Pawnee and Mendocino Complex Wildfires Structural Burn Debris Removal Insurance Cost Recovery and Invoicing in Lake County, California, Folding in Clayton and LNU Lightning Complex Collections, with compensation not to exceed $492,425 for an extended term ending November 25, 2021, to add Clayton and LNU Lightning Complex Collections and authorize the Chair to sign
Executive Summary:
As your Board is aware, the County of Lake entered into an Agreement with Tetra Tech, Inc., on November 26, 2019, structural burn debris removal insurance cost recovery and invoicing for the Sulphur, Pawnee and Mendocino Complex wildfire events. The original Agreement resulted from a competitive bidding process, and authorized a Not-to-Exceed total cost of $328,050. Your Board approved Amendment No. 1 to that Agreement December 1, 2020, extending the term through November 25, 2021. Amendment No. 1 resulted in no change of cost.
Before your Board today is Amendment No. 2. The County has received clarification from CalOES and FEMA, respectively, that insurance reimbursement collections will be expected for Debris Removal projects stemming from the Clayton (2016) and LNU Lightning Complex (2020) wildfire events. Following discussion with County Purchasing and Disaster Finance, and consultation with CalOES and FEMA, the County asked Tetra Tech to prepare an Amendment to our 2019 Agreement, folding in collections for these two additional events. The cost of the additional services adds $164,375 to the original compensation amount for a contract maximum of $492,425.
