Subject: Adopt Resolution to Continue Participation in the Abandoned Vehicle Abatement Service Authority and Extend the Vehicle Registration Fee/Service Fee for the Abandoned Vehicle Abatement Program and Authorize Chair to Sign
Executive Summary: (include fiscal and staffing impact narrative):
Lake County has participated in the Abandoned Vehicle Abatement Service Authority (AVASA) and the Abandoned Vehicle Abatement (AVA) Program since 1991. AVASA imposes a one (1) dollar vehicle registration fee plus an additional two dollars ($2) for Commercial Vehicles (CVRA) for a period of 10 years.
Vehicle registration /service fees are annually imposed on each vehicle registered within the County. These fees are collected by the Department of Motor Vehicles and are used to reimburse participating jurisdictions in the County based on a formula that allocates available funding based on the jurisdictions' population percentage.
County may extend this program in increments of up to 10 years and the adoption of a new Resolution is required to continue this program. Both the cities of Clearlake and Lakeport intend to continue with the program and have adopted similar Resolutions.
