Board

Subject: Sitting as the Lake County Air Quality Management District Board of Directors: Appoint Lowell Grant as the Engineer/Scientist Member to the LCAQMD Hearing Board pursuant to Health and Safety Code.

Executive Summary: Pursuant to Health and Safety Code, the Lake County Air Quality Management District (LCAQMD) is required to maintain a Hearing Board consisting of two public members, a medical representative, a lawyer, and an engineer/scientist.

Roger Bakke who has served as the Engineer/Scientist Member on the LCAQMD Hearing Board for 19 years has passed away resulting in a vacancy on the Hearing Board.

Due to the vacancy, it was necessary to advertise for an Engineer/Scientist Member. An announcement was published in the local newspaper and on a local online news website and no applications were received. A second announcement was published and one application from Lowell Grant was received and is attached.

Mr. Grant has previously served as an Alternate Public Member on the LCAQMD Hearing Board and showed enthusiasm in attending meetings. Additionally, Mr. Grant previously worked at the LCAQMD and therefore has a good knowledge and understanding of the issues that come before the Hearing Board. Mr. Grant has shown a strong interest in the community and environmental matters and is a long term residence of the County.

Staff believes the LCAQMD is fortunate to have Members with such strong credentials, history, and unique understanding of our community and environmental matters and are willing to serve on the LCAQMD Hearing Board.

As such, we recommend appointing Lowell Grant as the Engineer/Scientist Member to the LCAQMD Hearing Board.
