Subject: Consideration of (a) Waiving the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approval of the Agreement between the County of Lake and Ford Street Project for adult Substance Use Disorder Residential Treatment Services including Medication Assisted Treatment and Detoxification Services for Fiscal Year 2021-22 for a contract maximum of $199,250.00 and authorize the Board Chair to sign the Agreement.

Executive Summary:

Attached, for your approval, is the Agreement between the County of Lake and Ford Street Project for adult Substance Use Disorder Residential Treatment and Detoxification Services. Ford Street Project has been providing recovery-based services since 1974. In addition, Ford Street provides withdrawal management and residential treatment services to people experiencing a substance use disorder.

Lake County Behavioral Health Services currently has clients placed at this facility. Changes in placement could cause the exacerbation of the client's symptoms, which may result in the need for the client to be reassessed, resulting in the client being placed in a more restrictive setting. Disruption of care during the middle of a treatment episode or a change in treatment settings is not conducive to providing a secure and stable recovery-based environment. Therefore, LCBHS requests to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
