Subject:                     Redistricting Public Hearing #1 - Introduction to the Redistricting Process

 

Executive Summary:

 

As your Board is aware, Census data is collected every ten years, and in the year following, Counties are responsible to undertake “Redistricting,” to ensure that Supervisorial Districts are essentially equivalent, in terms of population.

 

Pursuant to California Elections Code Section 21507.1, your Board is required to hold a series of four Public Hearings.  On August 11, you adopted the following schedule for these hearings:

 

Tuesday, August 31: Public Hearing #1 - Intro to the Process

Special Board Meeting, Timed Item for 10am

 

Saturday, October 2: Public Hearing #2 - Communities of Interest

Special Board Meeting, at 10am, solely to conduct this Redistricting Public Hearing

 

Tuesday, November 2: Public Hearing #3 - Draft Maps Presented

            Regular Board Meeting, Timed Item for 6pm

 

Tuesday November 30: Public Hearing #4 - Final Approval of Boundaries/Maps

            Special Board Meeting, at 9am, Public Hearing to be a Timed Item, TBA

 

Margaret Long of Prentice Long, the County’s Contractor for Redistricting Consulting Services, will be present to facilitate this item.

 

Today’s Public Hearing was noticed in the Lake County Record-Bee (August 21) and LakeCoNews (August 19) in the following manner, and the notice is likewise published in Spanish and English at <http://www.lakecountyca.gov/redistricting2021/>:

 

NOTICE IS HEREBY GIVEN that the Board of Supervisors, County of Lake, State of California, has set TUESDAY, AUGUST 31, 2021, at 10:00 A.M., in the Board of Supervisors Chambers, Courthouse, 255 North Forbes Street, Lakeport, as the time and place for conducting a PUBLIC HEARING regarding 2021 Redistricting efforts.  This is to be the first of four Public Hearings to receive input regarding Supervisorial District boundaries, and will offer an introduction to the Redistricting process.  Feedback received may inform Redistricting proposals.  Draft maps will not be available until County-level 2020 U.S. Census data is released by the State of California; this is expected to occur in early-mid September.  Additional information will soon be available at <http://www.lakecountyca.gov/redistricting2021/>.

 

NOTICE IS FURTHER GIVEN that at said time and place any interested person may appear and be heard.

 

NOTICE IS FURTHER GIVEN that if you challenge the action of the Board of Supervisors on any of the above stated items in court, it may be limited to only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the Lake County Board of Supervisors at, or prior to, the public hearing.
