Subject:                     (a) Redistricting Public Hearing #4 - Final Approval of Boundaries/Maps; (b) Discussion of a Draft Ordinance Amending Article II of Chapter 2 of the Lake County Code, Establishing the Boundaries of the Supervisorial Districts for the County of Lake, Pursuant to Sections 21500 et seq of the California Elections Code

 

Executive Summary:

As your Board is aware, Census data is collected every ten years, and in the year following, Counties are responsible to undertake “Redistricting,” to ensure Supervisorial Districts are essentially equivalent, in terms of population.

 

Pursuant to California Elections Code Section 21507.1, your Board is required to hold a series of four Public Hearings.  On August 11, you adopted the following schedule for these hearings:

 

Tuesday, August 31: Public Hearing #1 - Intro to the Process

Special Board Meeting, Timed Item for 10am

 

Saturday, October 2: Public Hearing #2 - Communities of Interest

Special Board Meeting, at 10am, solely to conduct this Redistricting Public Hearing

 

Tuesday, November 2: Public Hearing #3 - Draft Maps Presented

            Regular Board Meeting, Timed Item for 6pm

 

Tuesday November 30: Public Hearing #4 - Final Approval of Boundaries/Maps

            Special Board Meeting, Timed Item at 10am

Margaret Long and Carolyn Walker of Prentice Long, the County’s Contractor for Redistricting Consulting Services, will be present to facilitate Public Hearing #4 - Final Approval of Boundaries/Maps.

 

As you are very probably aware, the County’s esteemed Geographic Information Systems Specialist, Lon Sharp, published a series of six potential Draft Maps (“Option 1” through “Option 6”) for your Board’s and the public’s consideration over the course of Lake County’s Redistricting process.  “Option 6” is the likely final map, presented for your Board’s approval today:

We are grateful to those who have contributed input throughout this process; it truly helped to inform the proposed final map.

 

Today’s Public Hearing, and was noticed in LakeCoNews (September 18) and the Lake County Record-Bee (September 22).  The notice is available in Spanish and English at:

Staff recommends your Board approve “Option 6” as the Final Lake County Supervisorial District Boundaries drawn in response to Census 2020 data.
