Subject: Consideration Amendment to the County of Lake COVID-19 Public Health Emergency Worksite Protocol

Executive Summary:
Staff submits for your Board's consideration updates to the COVID-19 Emergency Worksite Protocol including:

1. Addendum XIII COVID-19 Vaccine Verification, Testing, and Vaccination Policy to comply with the July 26, 2021, and August 5, 2021 Orders of the California State Public Health Officer. This policy summarizes:
* The vaccination verification and testing requirements for the Jail, Public Health, Behavioral Health, and Social Services that were mandated per the CDPH order dated July 26, 2021.
* The vaccination requirement by September 30, 2021, mandated for Public Health and Behavioral Health, by the CDPH order dated August 5, 2021.
* Defined exemptions and created forms for Medical and religious exemptions.

2. Addendum XIV Binax Now COVID-19 Testing Training
* Created training for Behavioral Health to conduct and document COVID-19 Testing.

3. Addendum XIII Sheriff's Department COVID-19 Guidelines for Critical Infrastructure Staff Shortage and Outbreaks which add the following guidelines:
* Summarizes the Jail's COVID-19 weekly testing mandated by the July 26, 2021 Order of the California State Public Health Officer.
* Allows the Sheriff's Department to request a Critical Infrastructure Staff Shortage exemption from the Public Health Officer during COVID 19 outbreaks and staff shortage periods. This exemption temporarily allows asymptomatic critical infrastructure workers to continue to work without quarantining due to close contact until the outbreak is over.
* Implements enhanced twice a week COVID-19 testing requirements during COVID-19 outbreaks.
* Implements enhanced PPE and safety requirements during COVID-19 outbreaks for Correctional and Enforcement staff.
