Executive Summary:
Using a portion of my FY 2021-2022 discretionary fund, I am proposing the deployment of solar powered surveillance cameras, to be installed in areas heavily impacted by illegal dumping and other unlawful activities in District 3. Ingress and egress cameras placed at critical locations will capture vehicle license plate information, using Automated License Plate Reader (ALPR) technology. Cameras also capture date, time, location and vehicle details. Alerts are sent to local law enforcement, in live time, regarding stolen vehicles and vehicles associated with missing persons. Data is stored for 30 days and can be searched to determine if known vehicles have passed cameras. Only government agencies can access the data.

I am proposing to use the same vendor the Sheriff recently obtained Board approval to use (June 15, 2021 for 26 cameras), known as Flock Group, Inc. Flock charges an annual flat rate lease per camera of $2500. Cameras are wireless, free of infrastructure set up, and have the option for solar power.

The Sheriff requested and received Board approval to waive the formal bidding process pursuant to Section 2-30 8.2 of the County Purchasing Ordinance due to the unique nature of the services. The Flock system is a unique service with cameras operating elsewhere in Lake County and I am requesting the same consideration.
