Memorandum
Date: October 5, 2021
To: The Honorable Lake County Board of Supervisors
From: District 5 Supervisor Jessica Pyska and Supervisor Bruno Sabatier
Subject: Consideration of Forming a County Comprehensive Drought Planning Workgroup
Executive Summary:
Given the likelihood of long-term drought impacts and worsening global warming conditions, we are recommending our Board form an internal Comprehensive Drought Planning Workgroup comprised of ourselves and County staff. In fact, we held a very brief preliminary meeting with involved Department Heads and found that they had many great ideas and plans for addressing these needs. The Workgroup would be tasked with fact finding, priority setting, and action as follows:
* Proactive steps to adapt to climate change and on-going drought conditions
* Addressing and managing water shortages
* Short-term and Long-term sustainability plans
* Drafting updates to applicable policies and ordinances
Suggested staff participants include (but are not limited to) the Special District Administrator, the Public Works/Water Resources Director, the Deputy Water Resources Director, the Health Services Director, the Air Pollution Control Officer, the Public Services Director, the CDD Director, the Environmental Health Director and the Ag Commissioner, the County Administrative Officer or her designee and the Sheriff/OES Director as needed.
