Subject: a) Waive the formal bidding process pursuant to Lake County Code Section 38.2, as Agreement is tied to current 3-Year Mental Health Services Act (MHSA) Plan; and b) Consideration of the Agreement between the County of Lake and Resource Development Associates for the Community Planning Program (CPP) Process and former Innovations project for Fiscal Years 2021-23 for a contract maximum of $112,350 and authorize the Board Chair to sign the Agreement
Executive Summary:
Lake County Behavioral Health Services (LCBHS) has previously contracted with Resource Development Associates for assistance with MHSA three year plans and updates, including the present plan encompassing Fiscal Years 2020-2023. Additionally, RDA has provided the evaluation and assistance on the Innovation Pathways project. Therefore, LCBHS desires to contract with RDA in order to receive their assistance with the Community Planning Program process and the evaluation process for the Pathways project for Fiscal Years 2021-23.
This agreement was delayed due to invoice settlements from the previous fiscal year and administrative staffing changes at RDA. LCBHS will be utilizing the RFP process at the end of the current 3-year MHSA plan on all MHSA agreements, including this one. LCBHS is requesting approval of the Agreement with Resource Development Associates for the MHSA Community Planning Program process and the Pathways Project for Fiscal Years 2021-23 for a contract maximum of $112,350.
