Subject: Approve Amendment No. 1 to the Agreement between County of Lake and Lake County Office of Education for the Mental Health Student Services Act Grant Program Based Specialty Mental Health Services for Fiscal Year 2021-26 at no additional cost, and authorize the Chair to sign.

Executive Summary:

Lake County Behavioral Health Services (LCBHS) and the Lake County Office of Education (LCOE) entered into a fully executed Agreement on 10/06/2022. This Agreement formalized the roles and responsibilities of each party as it pertains to the award of the Mental Health Student Services Act Grant by the Mental Health Services Oversight and Accountability Commission (MSHOAC).

When the grant was awarded, the scope of work was reviewed and assessed with the current needs of the student population of Lake County, as it had been some time since the original application had been submitted. Through this review, it became evident that changes needed to be made to the Scope of Work for this grant funding, particularly as it relates to program sustainability. It is important to both LCBHS and LCOE that the services and supports established through this grant funding do not disappear once grant funding is over.

In order to accomplish sustainability, LCBHS and LCOE agreed that mental health services provided at school sites eventually become Medi-Cal reimbursable, with LCBHS as the pass-through for the Department of Health Care Services. In order for services rendered through the grant to be eligible for Medi-Cal reimbursement, they must be provided by qualified staff and the school sites must be Medi-Cal site certified.
