Subject:                     (a) Consideration of the purchase of Communications Equipment to be installed at various repeater sites and (b) Authorize the Sheriff or his designee to issue a purchase order to Dailey Wells Communications

 

Executive Summary:      The Lake County Sheriff’s Department, in coordination with the Homeland Security Anti-Terrorism Approval body, is in the process of upgrading repeater equipment at the Lakeport, Mount Konocti, Kono Tayee, Hunter, Saint Helena, and Seigler sites as well as base radio equipment at Central Dispatch.  Funding is approved by State OES (Office of Emergency Services) from the Homeland Security Grants in FY19, FY20 and FY21, and Emergency Management Preparedness Grant (EMPG) American Rescue Plan Act (ARPA). The funds are allocated in the Sheriff/OES budget 2704.  These upgrades will be made incrementally.

 

The Lake County Sheriff’s Office is requesting to purchase communications equipment to update the old technology communication repeaters and base radios at Seigler Mountain, Hunter Peak, Mount Konocti, Kono Tayee, Mount Saint Helena, Lakeport, and Central Dispatch.  The new technology repeaters will enhance current communications capabilities and infrastructure with the ability to operate under analog-digital and microwave systems. This allows multi-disciplinary/multi-jurisdictional agencies to communicate with local, state and federal agencies during routine and major events within the Lake Op Area.   This purchase will include replacing the existing base station radios at Central Dispatch; replacing the existing Sheriff’s Office repeaters at the Kono Tayee, Mount Konocti, Mount Saint Helena, and Lakeport repeater sites; replacing existing Lake County Fire repeaters at the Mount Konocti and Lakeport repeater sites; and the Lake County Local Government repeaters at Hunter Peak, Seigler Mountain, and Mount Konocti fire with Tait TB9400’s.   Total for this purchase is $281,236.17.   The State Office of Emergency Services (OES) and the Federal Emergency Management Agency (FEMA) have approved all Environmental Planning and Historic Preservation (EHP) requests with the exception of Central Dispatch which is under review.   Funding is provided through our Homeland Security grants for FY-19, FY-20 and FY-21.  The Emergency Management Preparedness-ARPA EHP is pending approval from FEMA and State OES. 

 

Bids were sent to five vendors with two vendors submitting sealed bids.  Dailey Wells Communication being the low bidder.   The bid documents are attached.  

 

All purchases are being paid from the Sheriff/Office of Emergency Services Budget unit 2704, object code 62.74 and is fully funded from State Homeland Security funds so there is no cost to the County for the use of these funds.  The ARPA funds have a county match of $60,483 which will be requested through cannabis funding and is included in our mid year budget update.

 

The Sheriff’s Department requests authorization to issue a purchase order not to exceed $283,000 to Dailey Wells Communications.
