To:                                          The Honorable Lake County Board of Supervisors

From:                     Scott De Leon, Director, and Angela De Palma-Dow, Program Coordinator, Water Resources Department

Subject:                     Adopt Resolution authorizing the County of Lake Water Resources Director to apply for, accept, and execute two State General Fund grants, administered by the California Natural Resources Agency: 1) to conduct lake-wide Limnological water quality sampling in Clear Lake and 2) to conduct an assessment to understand public perception attitudes, and knowledge gaps towards water quality to improve education, outreach, and scientific communication within the communities around Clear Lake.

Executive Summary:

Staff is requesting the Board of Supervisors, acting as the Directors of the Lake County Watershed Protection District, authorize the Water Resources Director to apply for, accept and execute two grants funded by the State General Funds and administered by the CA Natural Resources Agency. This item is not expected to be controversial; therefore we are requesting this item to be placed on the Consent Agenda.

These projects were approved for funding by the Blue Ribbon Committee for the Rehabilitation of Clear Lake but the Board has to approve the project information before contracts and agreements can be finalized by the State. These two projects will provide for the continued water quality monitoring in Clear Lake and provide more insights into how the public perceives water quality issues impacting Clear Lake so managers can improve and enhance outreach and education efforts regarding water quality.

Attached for your reference are the two project information packets (Attachment A & B) that are being submitted to the CA Natural Resources Agency to complete the project agreements and contracts.

Project A) Clear Lake Limnological Sampling. Grant amount $100,000 with $48,701 in department labor contribution.

Project B) Assessing public perception, attitudes, and knowledge gaps towards water quality to improve education, outreach, and scientific communication within the communities around Clear Lake.  Grant amount $120,000 with $22,258 in department labor contribution.

For your approval, to be submitted to complete the grant agreements, each attached project packet contains:

1) Project Information Form

2) One-page Project Summary

3) Sample Cost Estimate - Planning Projects

4) Sample Project Timeline

5) CEQA Notice of Exemption - Filed with State Clearing House

6) Payee Data Record

7) CA Natural Resources Agency Sample Grant Agreement for General Fund Specified Grant Projects

While these grants are bringing in $220,000 in CA State General Funds, as approved by the Blue Ribbon Committee, the Watershed Protection District is also providing contribution to ensure grant execution and to meet grant fund shortfalls (i.e. fringe, overhead, etc.).  The total in contribution being provided by the District for these grant funds is $70,959 and this amount is budgeted along with the grant funds to be reimbursed for a total of $290,959.
