Subject: Adopt Resolution authorizing the County of Lake Water Resources Director to apply for, accept, and execute Prop 68 state grant funds for improving waterways, administered by the California Natural Resources Agency: to conduct countywide community trash cleanup events and improve Illicit Discharge Detection Elimination(IDDE)/ Spill Response Planning

Executive Summary:

Staff is requesting the Board of Supervisors, acting as the Board of the Watershed Protection District, authorize the Water Resources Director to apply for, accept and execute Prop 68 state grant funds for improving waterway, and administered by the CA Natural Resources Agency. This item is not expected to be controversial; therefore we are requesting this item to be placed on the Consent Agenda.

These projects were approved for funding by the Blue Ribbon Committee for the Rehabilitation of Clear Lake but the Board has to approve the project information before contracts and agreements can be finalized by the State. This project will improve water quality by preventing pollution and excess nutrients from entering waterways through: coordination of 6-12 annual community clean up events, improved county wide tracking/spill response of illicit discharges, outreach, and education.

While these grants are bringing in $706,700.00 in CA State Prop 68 Grant Funds, as approved by the Blue Ribbon Committee, the Water Resource Department is also providing match to ensure execution and to meet grant shortfalls (i.e. fringe, overhead, etc.). The total in match being provided by the department for these grant funds is $300,000.00 and this amount is budgeted along with the grant funds to be reimbursed for a total of $1,006,700.00 through March 1st 2025.
