Subject: Approve Amendment No. 1 to the Agreement between County of Lake and North Valley Behavioral Health for a new Contract Maximum of $840,000 for FY 2021-22 and Authorize the Board Chair to Sign.
Executive Summary:
North Valley Behavioral Health is 16 bed acute care psychiatric inpatient treatment facility licensed by the State of California Department of Mental Health providing crisis stabilization and competency restoration services. According to California Penal Code 1320 individuals found incompetent due to a mental illness and unable to participate in their own defense are ordered by the Court to receive competency restoration services. Lake County Behavioral Health Services evaluates these individuals to determine whether they are appropriate for inpatient or outpatient competency restoration services. North Valley Behavioral Health is one of two psychiatric inpatient treatment facilities in the region providing these services. Of course, it is also utilized for inpatient crisis stabilization for individuals placed on a 5150 hold.
Due to an uptick in the need for these services, LCBHS experienced unanticipated placement needs resulting in higher than projected utilization. Thus, this contract is needed to render payment to North Valley Behavioral Health for services provided through the end of the 2021-22 fiscal year.
