Subject: Approve payment for mandated client services described as After Care Services delivered by Evolve Youth Services and authorize Director of Social Services or her designee to issue a purchase order in an amount not to exceed $ 40,086.
Executive Summary:
(need to explain the nature of the services and the mandates and limited availability of vendors who perform these specialized services for specific client needs)
* CWS is mandated by federal government (AB 153) to provide a minimum of six months of aftercare services when foster youth transition from a Short Term Residential Therapeutic Program (STRTP) to a less restrictive placement.
* Evolve Youth Services is a non-profit organization that provides after care services for a foster youth.
* CWS selected Evolve Youth Services to provide after care services for our foster youth because they were already working with other dependents in the home with his half sibling when he was placed in the home. Evolve Youth Services was able to demonstrate they could meet this youth's high needs in their program.
* In August 2021, CDSS was developing the State's plan for the federal government that defined After Care Services for the State of California. Once the State plan was approved, Evolve Youth Services needed time to create a rate for their menu of After Care Services. Once their rates were set, they submitted an invoice for the total amount owed for the preceding seven months for the total amount of $40,086.
* The youth has been doing extremely well with the help he is receiving from these services.
* To most expediently pay Evolve Youth Services for what was owed, LCDSS submitted a combined claim to pay, instead of issuing seven separate payments.
* Future payments will be paid on a monthly basis.
