Executive Summary:

 

Before your Board is a Participation Agreement with the California Mental Health Services Authority (CalMHSA) for the provision of services and supports through the Behavioral Health Quality Improvement Program. The purpose of this PA is to support LCBHS with implementing the many changes required by the California Department of Health Care Services’ (DHCS) California Advancing and Innovating Medi-Cal (CalAIM) initiative.

 

CalAIM’s behavioral health proposal initiates a fundamental shift in how beneficiaries access Specialty Mental Health Services as well as Substance Use Disorder Services. It aligns the financing structure of behavioral health with that of physical health, which provides flexibility to innovate, and enter value-based payment arrangements that improve quality and access to care. The reforms of CalAIM simplify administration of, eligibility for, and access to integrated behavioral health care.

 

To this end, CalMHSA has worked diligently in partnership with DHCS to guide and shape the rollout of CalAIM for Mental Health Plans. CalMHSA provided counties with a Behavioral Health Quality Improvement Project (BHQIP) Implementation Plan and specifically tailored that plan for counties participating in the Semi-Statewide Electronic Health Record project. In order to support counties with the implementation of changes required by CalAIM, DHCS launched the BHQIP incentive program which provides financial incentives to counties meeting CalAIM benchmarks. LCBHS received $250,000.00 of startup funding at the end of 2021 and will receive another $102,319.00 before the close of this fiscal year. Following this, LCBHS is eligible to receive another $151,137.00 in FY 2022-23 and $117,720.00 in FY 2023-24. Lake must demonstrate successful completion of activities outlined in the BHQIP Implementation Plan to receive these funds. LCBHS proposes to use these funds to pay for services from CalMHSA that will bring LCHBS into compliance with CalAIM.
