Subject:                     10:30 A.M Presentation and Consideration Regarding Community Development Block Grant Funding For the Community Development and Economic Development Allocations of the California Department of Housing and Community Development- Community Development Block Program

 

Executive Summary: The Community Development Allocations of the California Department of Housing and Community Development - Community Development Block Grant Program (CDBG) requires a public meeting for the purpose of presenting eligible activities and projects for your Board’s consideration during this year’s grant application cycle.  This presentation also provides an opportunity for the public to hear and comment on this year’s eligible and potential activities and projects

 

The Community Development and Economic Development Allocations of the CDBG program published a combined Notice of Funding Availability (NOFA) each program year. Eligible cities and counties may submit up to three project or program applications for CDBG funds under this current NOFA for an annual maximum total amount of $1,500,000. Eligible activities under the above allocations in the NOFA may consist of planning and technical assistance, (studies and strategies), public assistance programs, and economic development programs and projects that create or retain jobs. There will be no multifamily housing, housing infrastructure, or community development projects funding in this particular NOFA. The maximum award for planning and technical assistance is $250,000 and the maximum award for economic development is $750,000. 

 

The county currently contracts with Community Development Services (CDS), a local firm based in Kelseyville, to prepare grant applications and implement CDBG funded activities on behalf of the County. Jeff Lucas with CDS will provide a brief presentation to the Board regarding the CDBG program and the application process for this year.  Currently Lake County is implementing several CDBG funding economic development programs that include low interest business loans and technical assistance programs for small businesses. 

 

Staff plans to present a Resolution for your Board’s consideration no later than June 7, 2022 related to this Notice of Funding Opportunity.
