Memorandum

Date: May 10, 2022

To: The Honorable Lake County Board of Supervisors

From: Christopher Veach, County Librarian

Subject: Approve an Agreement between the County of Lake and CTC Technology and Energy for the Provision, Installation and Maintenance of Advanced Network (Data) Services for an amount not to exceed $50,000 annually; and authorize the Chair to Sign.

Executive Summary: Attached, for your approval, is the Agreement between the County of Lake and CTC Technology and Energy for Advanced Network (Data) Services.
This agreement with CTC Technology and Energy will allow the library to continue in the State Library Broadband Project, a project of the state library to connect libraries to the California Research and Education Network (CalREN) provided by the Corporation for Education Network Initiatives in California (CENIC). CTC Technology and Energy is the sole source provider and has been appointed by the California State Library to manage the Broadband project.
The most important benefit of continuing with CENIC is the 500Mbps high speed internet broadband connection for all four branches of the Lake County Library. CENIC also completes the competitive bidding process and applies for e-rate discounts on our behalf, which saves staff time. E-rate is a federal program that provides telecommunications discounts to schools and libraries. This connection helps support current digital library offerings such as downloadable eBooks, audiobooks, streaming video and other digital resources the library makes available to the public as well as provide a fast, stable connection to the public for connecting to the internet at all four branches of the library.
