Subject:                     Consideration of Agreement between the County of Lake and SCS Field Services for Annual Landfill Gas Collection System Operations, Monitoring, Maintenance, and Reporting Services

 

Executive Summary:

The Public Services Department operates the Eastlake Landfill in compliance with permits issued from a number of regulatory agencies, one of which is the Lake County Air Quality Management District (LCAQMD) for the landfill gas collection and control system. The permit requires a number of operations, monitoring, maintenance, and reporting requirements to ensure compliance.

 

Included for your Board’s consideration is an agreement with SCS Field Services to operate, monitor and maintain the landfill gas collection system, extraction wells, probes, and flare structure at the Eastlake Landfill, as well as prepare the necessary reports for submittal to LCAQMD. SCS has been under contract with the County for this work since construction of the landfill gas system in 2014. The current agreement with SCS expires June 30, 2022.

 

The county purchasing code, section 2-38.1, allows for extensions of annual agreements for additional periods of time without competitive bid if the cost of the service is not increased by more than the consumer price index. The service costs proposed by SCS for 2022-23 are increased by less than the consumer price index. Consequently staff recommends waiving competitive bidding and approving the agreement.

A)                     Waive competitive bidding in accordance with Section 2-38.1 of the Lake County Code; and

B)                     Approve the Agreement with SCS Field Services for Landfill Gas Collection System Operations, Monitoring, Maintenance, and Reporting; and authorize the Chair to sign the agreement
