Subject: Approve Participation Agreement Between the County of Lake and the California Mental Health Services Authority for the Semi-Statewide Enterprise Health Record for Fiscal Years 2022-23 through 2028-29 in the Amount of $1,459,594.00 and Authorize the Board Chair to Sign.
Executive Summary:
Your Board approved joining the Multi-County Request for Proposals for an Electronic Health Record through the California Mental Health Services Authority (CalMHSA) on September 28, 2021 (item 5.7). The Agreement now before the Board represents the culmination of that work, and we are proud to join CalMHSA in announcing a bidder has been selected. Lake County Behavioral Health Services has been offered the opportunity to go live as a pilot County, as part of a phased implementation, beginning January 1, 2023. Work to begin the migration will commence immediately following execution of the Participation Agreement.
This PA includes start up and migration costs of $642,564.70 through the end of FY 2022-23. Thereafter, the regular subscription and support fee is approximately $102,000.00. This is in comparison to the current contract with Cerner for the administration of the Anasazi E.H.R. and to Kingsview Professional Services for the required technical support of Anasazi which together amount to $409,781.00 annually. Thus, this is a remarkable opportunity not only for cost savings but also to join a groundbreaking project to elevate the work of Counties across California.
Funding for this project will come from recently awarded California Behavioral Health Quality Improvement Program incentives and from Mental Health Services Act funds.
