Memorandum

Date: June 7, 2022

To: The Honorable Lake County Board of Supervisors

From: Scott De Leon, Water Resources Director

Subject: Approve Request to Waive 900 Hour Limit for Extra-Help Water Resources Ramp Monitors Wayne Moore, Tom Pinkston, Donald Purdy, and ramp monitor coordinators Edwin Scotton and Robert Valdez.

Executive Summary:
The Water Resources Department is requesting the approval to exceed the 900 hour extra-help limit for several ramp monitors Wayne Moore, Tom Pinkston, and Donald Purdy, and the two ramp monitor coordinators Edwin Scotton and Robert Valdez. Funds for this position are allocated under Budget Unit 8109, and sourced through several State Division of Boating and Waterways Quagga Mussel Prevention grants, and a federal grant through the US Fish and Wildlife Service. Between these current grants, there are sufficient funds to cover these requests. If this request is approved, hours are not to exceed 999.

Water Resources Extra-Help ramp staff have been working this year since the season started in early March, and have been working additional hours to maintain ramp coverage to fulfill hours not filled due to five vacant ramp monitor positions. March through June is the busiest season for ramp monitoring as this period is when the majority of fishing tournaments occur, and more so this year with the expectation the drought-mediated low-water levels later in the year will prevent some lake access. We have recently hired and trained two new ramp monitors, and two more are starting this month.

Thank you for your consideration on waiving the 900-hour limit for Extra-Help Water Resources ramp monitoring staff for Wayne Moore, Tom Pinkston, and Donald Purdy, and the two ramp monitor coordinators Edwin Scotton and Robert Valdez.
