Subject: Approve Contract between the County of Lake and Redwood Community Services, Inc. for the Provision of SB163 Wraparound Services in the Amount of $864,000, from July 1, 2021 to August 31, 2022, and authorize the Chair to sign.
Executive Summary:
The County of Lake has contracted with Redwood Community Services, Inc. (RCS) for many years to provide SB163 Wraparound services to qualified families. Lake County Wraparound Program participants referred by the Interagency Placement Committee will receive services including comprehensive assessment, individualized service plans, and assistance with accessing resources. Contractor will also be responsible for maintaining statistics and data to monitor participants' progress in the program. This data will be presented to Social Services (DSS) through monthly, quarterly, and bi-annually reports. Due to multiple changes to the State Code, this agreement was delayed in renewal in order to update the Scope of Services to match with the new Wraparound guidelines. In end of September 2021, ACL 21-116 was distributed by the State which detailed the Family First Prevention Services Act (FFPSA)'s requirements. The ACL outlined that by October of 2021, each county child welfare agency, probation department, and mental health plan (MHP), in consultation with the local interagency leadership team, will jointly provide, arrange for, or ensure the provision of at least six months of post-discharge aftercare services to be provided to children discharged from a placement in an Short Term Residential Therapeutic Program (STRTP) or from an out-of-state residential facility to a family-based setting.
