Subject: Approve Contract between the County of Lake and Redwood Community Services, Inc. for the Provision of SB163 Wraparound Services in the Amount of $864,000, from July 1, 2021 to August 31, 2022, and authorize the Chair to sign.
Executive Summary:
The County of Lake has contracted with Redwood Community Services, Inc. (RCS) for many years to provide SB163 Wraparound services to qualified families. Lake County Wraparound Program participants referred by the Interagency Placement Committee will receive services including comprehensive assessment, individualized service plans, and assistance with accessing resources. Contractor will also be responsible for maintaining statistics and data to monitor participants’ progress in the program. This data will be presented to Social Services (DSS) through monthly, quarterly, and bi-annually reports. Due to multiple changes to the State Code, this agreement was delayed in renewal in order to update the Scope of Services to match with the new Wraparound guidelines. In end of September 2021, ACL 21-116 was distributed by the State which detailed the Family First Prevention Services Act (FFPSA)’s requirements. The ACL outlined that by October of 2021, each county child welfare agency, probation department, and mental health plan (MHP), in consultation with the local interagency leadership team, will jointly provide, arrange for, or ensure the provision of at least six months of post-discharge aftercare services to be provided to children discharged from a placement in an Short Term Residential Therapeutic Program (STRTP) or from an out-of-state residential facility to a family-based setting. The ACL gave counties two phases to implement these changes. Phase One included an initial implementation of aftercare services within each county by leveraging current Wraparound programs and other resources provided by counties, STRTPs, and other providers. Lake County partners met several times and were able to complete phase one, timely. Phase Two includes implementation of high-fidelity Wraparound requirements by October 1, 2022. These expansive changes paired with the allocation information not being released until January of 2022 prevented DSS from accurately drafting a new contract.
DSS intended to continue these services on a month-to-month basis while the new Contract was drafted and a Request for Proposals (RFP) could be issued. Unfortunately, DSS was notified that the Auditor’s office would only pay the first quarter of invoices on the month-to-month clause in the contract. This contract is necessary to pay the invoices for services continued by RCS, with a short extension into next fiscal year to allow time to implement the new contract without interrupting services. The RFP closed earlier this month and RCS was the only entity to submit a bid.
