To: The Honorable Lake County Board of Supervisors

From: Scott Harter, Special Districts Administrator

Subject: Adopt Resolution Authorizing the Transfer of APN: 030-083-360, from Cobb Area County Water District to the County of Lake and Authorize the Chair to Sign the Certificate of Acceptance and Record the Deed, Certificate of Acceptance and Preliminary Change of Ownership Report.

Executive Summary: On February 26, 2019 the Board of Supervisors granted Special Districts Administrator authorization to initiate all transfers of CSA #22 Mt Hannah Water assets, liabilities and fund equity to Cobb Area County Water District.

A 1977 grant deed for property transfer from the Kelseyville Lyons Club to the County of Lake contained four (4) parcels, including APN 115-003-17 and APN 030-083-360. During the process of transferring APN 115-003-17 from CSA #22 Mt Hannah Water to Cobb Area County Water District, APN 030-083-360 was inadvertently transferred.

It was later discovered that there were additional assets in the form of one parcel and five easements belonging to CSA #22 Mt Hannah Water that still needed to be transferred to Cobb Area County Water District. As a result of the above discrepancy, on March 10, 2020 the Board of Supervisors granted Special Districts Administrator authorization to initiate all transfers of CSA #22 Mt Hannah Water assets, liabilities and fund equity to Cobb Area County Water District.

It has now been discovered that APN 030-083-360 was inadvertently and incorrectly also transferred to Cobb Area County Water District during this process. Cobb Area County Water District has executed a quit claim deed to facilitate the return of APN 030-083-360.

Attached for your consideration is a Resolution authorizing the transfer of APN 030-083-360, from Cobb Area County Water District to the County of Lake.
