Subject:                     a) Approve Purchase of mandated client services described as after care services with Evolve Youth Services and authorize Director of Social Services or her designee to issue a purchase order in an amount not to exceed $40,860.

 

 

 

Executive Summary:

CWS is mandated by the federal government (AB 153) to immediately provide a minimum of 6 months of aftercare services when foster youth transition from a short-term residential treatment placement (STRTP) to a less restrictive placement.

 

An LCDSS foster youth was transitioned from a residential placement to a resource home in Humboldt County where he is living with a half sibling.  All previous placements of this youth have been unsuccessful with the exception of the high-level (STRTP) he was transitioned from.  This potentially permanent placement would allow the siblings to remain together and requires the support of extensive outside services, which are available through Evolve, a non-profit organization already working with the sibling in the home.  This placement was determined to be in the best interest of the aforementioned foster youth.

 

At the time of this placement, the state had not set rates for after care services so CWS worked with the facility to develop a cost for the package of services to be delivered on a monthly basis.  Once the package of services had been determined and was consistent with the State’s expectation and rate system, Evolve sent an invoice for the previous seven months.

 

Typically, the non-discretionary nature of these services billed on a monthly basis would fall far below the amount requiring BOS approval.  However, due to the extenuating circumstances described above, seven months of invoices are now due which exceeds department purchasing authority limits and does require BOS approval.

 

LCDSS anticipates additional invoices for the months of March to June 2022 in the amount not to exceed $34,000 to come before the BOS for approval in July 2022. It is the intent of LCDSS to contract with this non-profit in the next year if the intent is to continue services for this youth.
